- The estuary side is the busy side. Devbag's eastern shore faces the Karli backwater lagoon — the calm, resort-lined water tourists come for. Under CRZ Notification 2019, that tidal bank generates its own CRZ line extending 50 metres from the tidal HTL (or the waterway's width, whichever is less — the 2019 notification reduced this from the earlier 100-metre rule; the approved CZMP for Malvan taluka is the binding map). "Backwater-facing" is a restricted category, not a safe one.
- Mangrove patches upgrade the restriction to CRZ-IA. Stretches of the Karli backwater carry mangrove vegetation — the highest CRZ protection class, with a 50-metre no-construction buffer and an absolute bar on clearing. A plot adjacent to mangroves is CRZ-IA territory regardless of any other document.

1. Gaothan and Koli community land. Devbag is a working Koli fishing village, and the land nearest the water includes gaothan (village settlement) and community parcels that are not private khasgi title at all. 2. The resort next door is not your precedent. Devbag's lagoon shore is lined with operating resorts and homestays. Buyers read that as proof of buildability. Most of those structures either pre-date the current notification (repair/reconstruction of authorised existing structures is permitted inside restricted zones), sit on the landward side of the setbacks, or occupy grandfathered gaothan footprints. An existing building next door tells you nothing about a vacant plot's rights.
3. Access roads through the NDZ. Even where a plot's own buildable core clears both setbacks, a new access road cutting through the No Development Zone is itself prohibited construction. Peninsula plots reached only via the shorefront strip can be legally buildable but practically unreachable.
